Cloud IS stronger, we've all seen that. But Sephiroth just pwns, especially thinking back to the original FF7. When you had him in your party, his magic pwned. On top of that, the enemies that attacked him did zero damage. Even IF you leveled Cloud up to the max and mastered the materia.......the monsters would still cause damage to him. (also, in the Kingdom hearts games, you are able to fight cloud and sepioroth at one time or another, and guess who's easy and who isn't? Sephioroth rules!) What is? What isn't? I'll tell you what.
